Park Avenue Refresh Project

Park Avenue is the epicenter of Winter Park’s culture, charm and economic vitality. The last Park Avenue streetscape restoration occurred between 1996 and 1999. Now, almost 30 years later, the city’s main street, Park Avenue between Webster and Fairbanks avenues is undergoing a refresh to provide for today and tomorrow’s needs.

Overall Goals

  • Maintain charm & warm, inviting environment
  • Enhance safety & aesthetics
  • Strengthen infrastructure (electric, smart city & irrigation)
  • Provide consistent look for hardscape, landscape & architectural elements

Phase 1

    • Phase 1 includes Webster to Garfield avenues.
    • CRA funding of $2.5 million approved August 27, 2025.
    • Infrastructure improvements
      • Installation of conduit for new electrical, low voltage, fiber and irrigation lines
      • Repair of broken sidewalks, curbs, and raised planter boxes
      • Treatments at intersections for pedestrian, guest and vehicular safety
    • Hardscape enhancements (as shown in images below)
      • New street lights equipped with integrated smart hubs, smart technology, banner arms & hanging baskets
      • Seasonal landscaping & additional live oaks (where appropriate)
      • Decorative planter pots & safety bollards
      • New trash & recycling receptacles

What you will see

    • Closure of one to two blocks at a time beginning on the west side of Park Avenue at Swoope Avenue, heading south, toward Garfield Avenue then continuing on the east side of Park Avenue headed north
    • Construction zone to include a barricaded closure of the right-of-way, adjacent parking spaces and the one southbound lane of traffic
      • Additional temporary parking has been provided on Morse Boulevard between New York and Virginia avenues
    • Directional boring of conduit for new irrigation, electrical and fiber lines
    • Installation of underground light pole bases and vaults
    • Localized disruptions as work moves block-by-block

Pedestrian traffic will be maintained along this block to allow guests to continue to shop and dine at the restaurants and businesses.
