Purpose

The intent and purpose of the High-Efficiency Toilet Retrofit Rebate Program are to reduce the amount of indoor water usage by the Winter Park Utilities customers through the conversion of older medium and high flow toilets with new High-Efficiency Toilets (HET) not exceeding 1.28 gallons per flush (gpf).

Definitions

High-Efficiency Toilet – HET (1994 – current) refers to toilets rated for 1.28 gallons per flush (gpf) or less.
Medium Volume (1984-1993) refers to toilets rated for 3.5 gallons per flush (gpf).
High Volume (Pre-1984) refers to toilets rated for 6.0 gallons per flush (gpf).

Duration

The rebate program was established in October 2008 and will continue as long as funding is available. The continuation of the rebate program is based on the approval of the City of Winter Park City Commission. The rebate program is not retroactive.

Appeals

Any applicant who disputes the decision of the City of Winter Park Utilities regarding the eligibility for a rebate must submit their comments in writing to the City of Winter Park, Water & Wastewater Utilities, Rebate Coordinator, 401 S. Park Ave., Winter Park, Florida 32789.

I understand that the rebate program only applies to the replacement of existing medium- and high-flow toilets installed before 1993 with new high-efficiency toilets listed on the EPA WaterSense products list that do not exceed 1.28 gallons per flush.

I acknowledge that only single-family residential homes built in 1993 or earlier with toilets using 3.5 gpf or greater located within the City of Winter Park Water & Wastewater Utilities Service Area are eligible and that I also must install a qualifying toilet and dispose of my current toilet so it may not be reused.

I understand that to receive this rebate, I must be a residential City of Winter Park Water & Wastewater Utilities customer. The rebate program excludes new construction, room additions, or the replacement of existing high-efficiency toilets that are less than 3.5 gpf.

I acknowledge that the City of Winter Park Water & Wastewater Utilities reserves the right to inspect the toilet installation for verification purposes.

I acknowledge that rebate applications will be accepted on a first-come, first-served basis only when funding is available or until the program is discontinued. The City of Winter Park may, at any time, modify, suspend, or terminate this program without prior notice.

I understand that a rebate will be issued as a bill credit within three billing cycles of up to $100 (not to exceed the actual purchase price) per qualifying toilet with a maximum of three toilets per property. The rebate excludes additional or installation parts, seats, and labor costs.
