The Transportation Division manages traffic operations and roadway safety through engineering, data analysis, and operational improvements. These services include:

Walking, bicycling & Greenways

Parking & Curb Management
The City manages parking regulations and curbside operations to support safe roadways and access to businesses, neighborhoods, and public facilities.
This program includes:
- On-street parking regulations
- Residential parking districts
- Downtown parking management
- Loading zones and curb access
- Parking enforcement coordination
Effective curb management helps balance parking demand while maintaining safe roadway operations.
Permits & Public Space Use
Certain activities within city streets, sidewalks, and public spaces require permits to ensure safety and protect public infrastructure.
Common permits include:
- Right-of-way construction permits
- Utility work permits
- Driveway permits
- Sidewalk café permits
- Parade and event permits
Permit review ensures that work within the public right-of-way meets city engineering standards and minimizes impacts to the traveling public.
Transit & Regional Mobility
Winter Park works with regional partners to support transit access and improve regional mobility connections.
This program includes coordination with:
- SunRail commuter rail service
- LYNX regional bus service
- MetroPlan Orlando
- Florida Department of Transportation (FDOT)
The city also supports improvements to transit stop accessibility and multimodal connections that link neighborhoods to transit services
Street Sweeping
Winter Park contracts street sweeping services through United Sweeping. Residential neighborhoods are swept on a bi-weekly basis, and the downtown commercial district is swept on a weekly basis. During peak leaf fall, the Department of Public Works and Transportation has the ability to increase the frequency of how often roadways are swept.
*Private roads and FDOT managed roads are not swept by the City of Winter Park
