Pay Your Utility Bill

  • Customers must register to view or pay bills online.
    [*Registration is not required for one-time online payments.]
  • Account numbers are required to view or pay bills online.
  • Update all bookmarks and shortcuts to the new system link.
  • Access a sample of new utility bill.
  • Select PAY YOUR UTILITY BILL [blue box below].
  • Select CONTINUE; Customer Portal will appear.
  • On right side under LOGIN, scroll down and select REGISTER NOW.
  • Complete and fill in requested fields. [Make sure password instructions are followed.]
  • Once information entered, select ENROLL.
  • On the next page, enter your ACCOUNT NUMBER [including dashes].
  • Bill Summary will allow you to pay by phone with a few clicks [this is not an app].
  • Select and AGREE to Terms and Conditions.
  • Add Account.
  • Page will display Account Created.
  • Go to Wallet.
  • Select Add Payment Method.
  • Select Checking, Debit or Credit Card, or Digital Wallets.
  • Enter information and select Add.
  • Go to AutoPay.
  • Select Add Schedule.
  • Account information should appear, select Continue.
  • Payment information should appear, select Continue.
  • Select PAY ON BILL DUE DATE.
  • Skip over and go to bottom and Accept Auto Pay Terms.
  • Select ENROLL IN AUTO PAY. You will receive a confirmation once completed.
  • LOGOUT.

Frequently Asked Questions (FAQs)

As of August 1, 2022, the city upgraded its utility billing system and changed its payment processing company (provider) to Paymentus®. Please find the most commonly asked questions and answers.

Do ALL customers have to register with Paymentus?
Winter Park customers are encouraged to register with Paymentus. Once registered with Paymentus, they will have the ability to enroll in autopay, text to pay, view or pay bills online, as well as store payment information to pay online. Registration also provides our customers with the benefit of receiving important messaging from the City of Winter Park.

How do I register with Paymentus?
To register, please access cityofwinterpark.org/billpay or visit Customer Service in person at City Hall, located at 401 S. Park Ave. Once you have registered, you may make a payment online or call the Paymentus toll-free number at 1-888-481-1472. For your convenience, please access the step-by-step enrollment instructions at cityofwinterpark.org/billpay.

Does Paymentus charge a payment processing fee?
Paymentus does not charge a payment processing fee when paying by phone, online or text to pay. However, when using scan to pay there is a $2.95 processing fee charged by the vendor.

How do I set up Auto Pay?
To set up autopay, please access cityofwinterpark.org/billpay or visit Customer Service in person at City Hall located at 401 S. Park Ave. When registering online, please have your account number and be sure to include the dashes when entering your information into Paymentus.

Does Paymentus have a mobile app?
A mobile app is not necessary with Paymentus, as your online experience is automatically optimized on any device with responsive technology.

How long does it take for my payment to be posted on my account?
Payments made via Paymentus are posted immediately to your account.

Can I make partial or overpayment?
We are happy to accept both partial and over payments. However, please note that the remaining balance must be paid in full before the due date to avoid interruption of services.

New Features: Text to Pay and Scan to Pay

Why did we add Text to Pay and Scan to Pay?
The City of Winter Park is dedicated to improving our customer experience. These additional payment methods will provide our customers with new ways to easily and conveniently pay utility bills from anywhere.

How does it work?
Text to Pay allows customers to opt-in to receive a text message containing their current balance and due date. With a one-word response, customers can instantly pay their bill by responding to the text.

Scan to Pay allows the customer to receive a QR code that can be taken to participating locations to pay by any method the location allows, including cash.

Are Text to Pay and Scan to Pay safe?
Yes, text to pay and scan to pay are safe methods of payment.
Scan to Pay does not require contact with the payment terminal, reducing the chances of skimming, tampering or cloning.
Text to Pay does not require that physical credit card be swiped or even present. The customer will not need to share their payment details and it is PCI compliant.

How do I pay?
To make a Text to Pay payment, simply respond ‘PAY’ to the text message received from the City of Winter Park.
To make a payment utilizing the Scan to Pay, print out or provide the QR code on your mobile device from your account and take it to a participating location.

How is my payment processed when using Text to Pay?
If you have registered with Paymentus and set up a wallet, your payment is deducted from the credit card, debit card, or bank account information Paymentus has securely stored in your user profile.

What information is included in the Text to Pay message?
 A text from the City of Winter Park’s payment system will include your full account number, name, account balance and due date.

What if I do not want a text from the City of Winter Park?
You can opt out of text messages by logging into your Paymentus portal and unselecting “receive SMS notifications.”

Stormwater Fee
The city is performing stormwater audits using a new GIS tool that offers more accurate and equitable data. As a result, customers may see adjustments made to their monthly bill over the next several months as it relates to their stormwater fees.
