Paying your utility bill
Since the city began accepting payments by credit card, the associated merchant fees have become an increasingly significant cost. In an effort to defray these costs, the city is taking two steps. First, the city will no longer accept payments by American Express due to the high merchant fees. Second, the city will begin charging a credit card convenience fee of $3 per transaction for online and over the phone credit card, debit card and e-check payments. There will be no $3 convenience fees charged, however, for credit card payments made in person, payments made via the city’s bank draft option offered here or payments made directly through the customers online pay service with their individual banks.

- Cashier’s Desk in City Hall
Pay your bill in person at the Cashier’s Desk in City Hall located at 401 Park Avenue South. Hours of operation are Monday through Friday from 8 a.m. to 5 p.m.
- One Point™ Kiosk
In the lobby of the Winter Park Public Library located at 460 E. New England Avenue, the new One Point™ Kiosk allows utility customers to pay their utility bills with a credit or debit card. This kiosk is very simple to use with a user-friendly touch screen and captures transactions in real time.
- Pay online
In addition to being able to pay with a credit or debit card online, you can now pay via the city’s eCheck service (electronic check). First time users must have your billing statement ready and click the “get my PIN” button from the menu option.
