Electric Utility Undergrounding

The city’s Electric Utility Department working in conjunction with Duke Energy® is ready to begin undergrounding the overhead power lines that run along the south side of Fairbanks Avenue between Interstate 4 and Harper Street. Construction is expected to start late 2018, with a majority of the work to be scheduled overnight to reduce the impact on businesses and traffic. During construction, there will be intermittent closures of some business’ front entrances, with rear entrances being the temporary solution, when possible. This project is funded by a Florida Department of Transportation (FDOT) grant and will help enhance this valuable gateway into Winter Park.

Overview: Underground Power Line Project

Fairbanks Avenue Underground Power Line Project

Begins late 2018

  • Construction – Harper Street between Comstock Avenue and Fairbanks Avenue and continuing to west side of Orlando Avenue.
    – Full closure of Harper Street from Nov. 1, 2018, to mid-Feb. 2019
    – Jacking pit 14 feet deep, 30 feet long and 14 feet wide for first six weeks
    – Detour signs will direct Walgreens customers and other traffic

Fairbanks Avenue Underground Power Line Project - Phase 1

Begins late 2018

  • Open cut in south lane of Fairbanks from west of Orlando Avenue to Kilshore Lane
  • Detour signs will direct car traffic to area businesses

Fairbanks Avenue Underground Power Line Project - Phase 2

Begins early 2019

  • Open cut in south lane of Fairbanks from east of Ohio Street to east of Kilshore Lane
  • Detour signs will direct car traffic to area businesses

Begins spring 2019

  • Open cut from Ohio Street to Interstate 4 ramp
  • Detour signs and signal lights will direct traffic

Begins late summer 2019

  • Road resurfacing and marking
  • Energize new underground facilities
  • Removal of old poles and wires
