Eligibility for voter registration in Florida

To register to vote, a person must:

• Be a citizen of the United States.
• Be a Florida resident.
• Be 18 years old to vote. May pre-register at age 16.
• Not now be adjudicated mentally incapacitated with respect to voting in Florida or any other state.
• Not have been convicted of a felony in Florida, or any other state, without your civil rights having been restored.
• Provide your current and valid Florida driver's license number or Florida identification card number. If you do not have a current and valid Florida driver's license or Florida identification card, you must provide the last four digits of your Social Security number. If you do not have a Florida DL #, Florida ID card #, or SSN, then you must indicate so when filling out your application by writing NONE in the space provided.

The deadline for a new Florida voter registration is always 29 days before the upcoming election.

Deadlines to register to vote:

• The deadline for a new Florida voter registration is 29 days before the upcoming election.
• The 29 day deadline also applies to a person already registered to vote in Florida who wishes to change party affiliation.
• Although there is not a deadline for making an address change within the State of Florida or within the county, it is best to change your address well in advance of the election so that you will receive your sample ballot in the mail.

Changing your address, your name and/or your party affiliation:

• Keeping your address up to date is vitally important. If the Supervisor of Elections office does not have your correct address, it cannot mail a sample ballot or any other election notification to you.
• It is recommended for you to use a Florida Voter Registration Application form to update your address; however, you may call 407 836-2070 to update your record.
• If you are already registered to vote in Florida, you can change your address at the polling place on election day. You must first find out which polling place to go to by calling the Supervisor of Elections at 407-836-2070. It is always best to change your address prior to election day!

Where to register to vote:

• In addition to the Supervisor of Elections main office at 119 West Kaley Street in Orlando, you may register to vote at any driver's license office, public library, or at most post offices. For information on where you can register to vote, call the Orange County Supervisor of Elections at 407-836-2070.
• You may also register to vote by mail.
• You may register to vote online using the State of Florida's online voter registration form, however, you will then receive a paper copy in the mail which you must sign and forward to the local Supervisor of Elections office. Registering online is not recommended when the deadline for registering is close.

What papers do I file to run for office?

• There are a number of different forms candidates can file prior to the official qualifying dates.
• DS/DE 9 Appointment of Campaign Treasurer, Designation of Campaign Depository. This form must be filed with the qualifying officer prior to the acceptance of any contribution or the expenditure of any funds by the candidate, including expenses by the candidate from his or her own personal funds.
• The DS/DE 84 Statement of Candidate. This form must be filed with the qualifying officer within 10 days of having filed the DS/DE 9 above.
• Once a candidate has filed the DS/DE 9 Appointment of Campaign Treasurer, Designation of Campaign Depository, the qualifying officer will notify the candidate and his or her treasurer of the reporting dates for Campaign Treasurer's Reports. These reports show who gave money to the candidate and how the candidate spent the money. They, too, are filed with the qualifying officer. The forms are available here on the Division of Elections website. The qualifying officer can guide the candidate on which forms to file as there are several forms that make up one report. The qualifying officer will also notify the candidate and treasurer if there is a requirement to file the Campaign Treasurer's Reports electronically.
• The qualifying officer for a statewide or multi-county candidate is the Division of Elections in Tallahassee. For county-wide candidates, the qualifying officer is the Supervisor of Elections. Municipal candidates file with the City Clerk.

When To File?
The DS/DE 9, Appointment of Campaign Treasurer and Designation of Campaign Depository and the DS/DE 84, Statement of Candidate, can be filed at any time prior to the qualifying period. They may be filed at the same time as the qualifying papers during the official qualifying period.

For candidates for:

• Federal Office
• State Attorney
• Public Defender
• Judicial Office

The qualifying period is from noon of the 120th day prior to the primary election, but not later than noon of the 116th day prior to the primary election.

For candidates for:

• State Office
• Multicounty District Office
• County Office
• School Board Office
• Any other District Office

The qualifying period is from noon of the 71st day prior to the primary election, but not later than noon of the 67th day prior to the primary election.
Candidates for municipal office should check with the city clerk for municipal qualifying dates.

How much does it cost to run for office?

• The filing fee is 3% of the annual salary of the office sought.
• The election assessment is 1% of the annual salary.
• The party assessment for partisan candidates is 2% of the annual salary.
• Therefore the qualifying fee is either 4% of the annual salary for non-partisan candidates or 6% of the annual salary for partisan candidates.
• The annual salary is determined on July 1 of the year in which the candidate is qualifying.
• As an alternative to paying a qualifying fee, candidates may qualify by the petition process. The qualifying officer for the candidate can offer assistance to those who wish to use the petition process. The qualifying officer for federal, state, multicounty district, circuit court judge, state attorney, public defender candidates is the Division of Elections. For county office, including school board and county court judge, or other district office, the qualifying officer is the supervisor of elections. For municipal office, the city clerk is the qualifying officer.
